Higher Vocational Education (HVE) is currently on a fairly fast development track in China. In this fast growing period, there exist a number of issues which have influenced the quality of education. One outstanding issue amongst those is how to develop and manage the group of part-time teachers working in Vocational College (VC) to match the development of HVE. The research focuses on analysis in this area with the VC part-time teachers as object of study.There are four sections in the research. In the introduction part as the first section, I set clear my argument point that the management of the VC part-time teachers is facing challenges in controlling the numbers of teachers while guaranteeing numbers at the same time. This topic is significant both theoretically and practically. It clearly defines on relevant concepts and proposes the train of thoughts based on the review of domestic and international research regarding the status quo.In section two, I analyze the status quo of the development and management on VC part-time teachers in Hunan Province specifically. Basic features in the management process and the experiences and learning points in Hunan Province are summarized in this section as well. Existing issues which may hinder the development are also clearly stated in section three.In section three, mainly focuses on the analysis of policy and law for the management of VC part-time teachers. I comment on the current law and regulations and provide my proposal for improvement. I also summarize and analyze on the policies and come up with findings. There are a few problems in the present management on VC part-time teachers: unrealistic aim, vague selection criteria, complicated recruitment and selection process, heavy duties and responsibilities on teachers, various examinations and assessments, less attractive salary and welfare, and insufficient personal care etc.In section four, I propose the train of thoughts and solutions to the improvement of management on VC part-time teachers from the aspects of the country, VC’s, enterprises and VC part-time teachers respectively. I suggest that the country should consummate its macro-policy, VC’s need a more robust system for its management policy and regulation, enterprises strengthen cooperation with VC’s, and VC part-time teachers improve their own competitiveness.
