As the most active factor of production, the floating population has made great contribution to China’s economic development and urban construction. With the open of China’s control of the household registration to the floating population, the scale has increased, the structure and the features have changed, and Chinese migration apparently has entered a "high-activity era." However, while promoting the accelerated growth of the national economy and the process of urbanization, a large number of floating population also bring pressure to local public security, family planning, and public facilities management. Therefore, Grasp the features of the current floating population, explore the dominant motivation affecting population flows, and then make effective management system according to different regions, guide the population migrate reasonably, resolve social contradictions and safeguard social harmonious development of the fundamental problem. There are six chapters in this paper, the first chapter is introduction, this part mainly introduces the topic background and significance, the structure, research methods and innovations of article; The second chapter summarizes the literature review of leading motive of migration; The third chapter is about the theoretical analysis of the dominant motive of population migration, mainly introduces the income leading theory and basic public services leading theory; The fourth chapter mainly applies method of descriptive statistics analysis and comparative analysis to compare the size, the tendency and the characteristics of the two generations of migrant workers in our country, The fifth chapter mainly through the way of building model to explore the dominant reason of provincial population migrate in our country. This chapter on the basis of economic gravity model in reference to the empirical analysis of relevant data, and mainly applies the method of comparative analysis, studies the local fiscal expenditure, capital construction expenditure, education and health expenditure’s different influence on migration with the data of China’s 31 provinces and regions (1995-2010 and 2000-2010). Analyzed the main factors influencing the population migration during different time so as to explain when the basic public services have become the key factors that affect China’s floating population immigration and emigration. The sixth chapter is this paper’s conclusions and policy recommendations. This part points out that under the different backgrounds, the dominant motivations of the provincial population migrant has changed and put forward reasonable Suggestions.In this article, through the empirical study, we found that the influencing factors of population migrant have changed. Before 2000, income leading theory can explain provincial population migrant in our country stronger than the theory of basic public services, the average wage of local worker is the main factor influencing the provincial population migrant in China Since 2000, the local basic public service level become the main factor influencing the provincial population migrant in our country. But education and health expenditure and capital construction expenditure presents different effects in different stages.
