In a sense, the population migration is one of the characteristics of social progressand the inevitable trend of industrialization and urbanization.Since reform and opening up in China, especially since the21st century, with therapid development of industrialization and urbanization, the population migration hasbeen in the most active period.The population migration has become the significant characteristic in the processof economic, social, and demographic transition of our country. According to the6thnational population census in2010, there are261million people on the mainland, anincrease of81.03%compared to the census in2000.Admitting population migration bring new opportunities and vitality into theregion’s economic development, we must also be aware of the floating populationputting forward severe challenges to all levels of government service of our country inthe new period.The floating population brings burden and pressure to the resources, environmentand infrastructure of the inflow areas.This study adopts the method of combining qualitative and quantitative research.Quantitative analysis mainly uses the data of the6th census in2010and the dynamicmonitoring data of the floating population of Jilin Province in2012. Qualitativeresearch uses SPSS statistical software for analysis of influencing factors of floatingpopulation employment in Jilin Province.This study is divided into six parts, as follows:The first part is the introduction, a brief description of the research backgroundand significance, basic content, research framework and the main research methods,the possible innovation and shortcomings.The second part is to introduce basic concept and the related theory of floatingpopulation.It’s a brief review and summary for relevant theories of floating population in thissection, from the development theory of floating population to new research on theoryand methods, including Marxist theory of population flow, Lewis’s dual economic structure,“push and pull” theory, equity theory and so on.The third section focuses on the present situation and existing problems of floatingpopulation in Jilin province.According to the data of the6th census in2010, the main characteristics and theproblems of the floating population in Jilin province at present are summarized, basedon the analysis of the age and gender characteristics of floating population, and itsplace, education level, flow time, causes and the of population outflow in JilinProvince.The fourth part is the investigation and analysis of public service status of floatingpopulation in Jilin province.The dynamic monitoring data of the floating population in Jilin province from thedata of the National Population and Family Planning Commission in2011and2012ismainly analyzed, including the basic public service status of floating population inJilin province and the Logit regression analysis of the effects on the employment levelfactors of the floating population of Jilin province. The important factors affecting theemployment situation of the floating population are summed up.The fifth part sets out the problems in basic public services of floating populationin Jilin province.As can be seen from the data of the basic public services of the dynamicmonitoring data of floating population in Jilin province, there is a gap between thebasic public services and the demand for essential public services and public policiesof floating population in Jilin province at the current stage which causes someproblems.The sixth part is the conclusion. Based on the characteristics and the existing problemsof floating population in Jilin province, this paper proposes more targeted andactionable suggestions.
