Since the birth of modern higher education system, school funding comes mainly from Minzu universities appropriation of government funds. Since the continuous reform of the education system, the financial allocation of education funding system experienced a "base + development", "Comprehensive Norm + special subsidies" to "basic expenditure + project expenditures" three major changes, the government invested in the Minzu college financial allocation funds source proportion accounted declining, Minzu universities fight for more educational resources to improve the educational level, and expand the size of school, improve school environment, improve teaching quality, and gradually formed a diversified pattern of school financing.In this context, the objective needs of higher education development in minority areas, it is necessary to fully study the impact funding for higher education funding policy for school behavior universities, colleges and universities to explore how to optimize national school behavior in a given system, and promoting the rational use of national higher education different mechanisms, raising educational resources to reduce their level of educational and national development gap to achieve leapfrog development of national higher education.This paper begins with the historical perspective of current research and development, describes the process of changes in the funding of higher education institutions and ethnic patterns, the interpretation of changes in government policy direction and financial allocations, and the funding system changes, how to take the initiative to explore the Minzu universities adapt the balance between resource requirements and power control achieved and probably appropriate school behavior policy under that organizational behavior management in the school, school size, professional and scientific research structure set up to be a corresponding change in theory; then, according to data availability, which can be obtained using the data at hand, the nation’s colleges and universities with funding policy change is a corresponding change in the proportion between the number of professional and college enrollment, school behavior were part of the empirical analysis, statistical conclusions show that the same funding policy changes than before, the national college enrollment in higher professional fees increased the proportion of their enrollment, verification of some of the conclusions of the article analyzes.
