Amelioration Of Chinese Higher Education Financial Allocation System

Higher education's popularization is the main trend of Chinese higher education reformation and development. With the increasing number of higher education enrollment, the educative field and other fields of the society give high attention to the quality of higher education. The quantity of higher education students'fast going up, bring forward to a problem, how to make the education quality's rising as a guarantee? That depends on the increasing of higher education outlay, which poses a requirement to Chinese higher education financial reformation.With further innovation of higher education running system, the resource of higher education financial outlay come from a diversiform ways. But, government financial support is always one of the most important sources, whose function should not be cut down, on the contrary, should be strengthened more. Therefore, it is very urgent to build up a scientific, impartial and effective financial allocation method. Currently, our allocation method continues to use the old-fashioned way"comprehensive ration plus special subsidy", which adapted to the allocation of teaching university, but was hard to stimulate university's scientific research and development because it was short of academic prompting for higher education, affected the quality improvement and running efficiency of higher education. Accordingly, it seems pivotal to propose to reform the allocation method and to adopt scientific, reasonable allocation system.Higher Education has a property of pro-standard public product, whose resource collocating mode complies with public choice and marketing choice. Accordingly, higher education financial allocation system and mode have to choose different ways with government's policy choice. Through more than 50 years'development, we have got remarkable progress in the field of higher education financial allocation system, but there are still some problems existing. Compared with some allocation systems in developed countries, we have these defects as following: unbalance between impartiality and efficiency, restriction by the central government in the financial allocation, absence of allocation agency, insufficiency in idea of open competition and performance evaluation etc. In virtue of developed experiences, we can get some apocalypses and some suggestion to improve on our higher education financial allocation system against our defects, including strengthening juristic supervision and guarantee function, dividing the higher education outlay into two parts, affiliating performance evaluation into financial allocation, building up the university funding committee as effective buffer system.
