A Study On The Financial Allocation System Of Higher Education

Equity is the basic requirement of harmonious society, social equity has foundational and profound influence on building harmonious society in China. The educational equity is the important contents of social equity. The educational equity issues appear especially important in the circumstance of rapid development in higher education and over-emphasis on efficiency. Higher education financial allocation systems play an important role in achieving equity in higher education. Many educational equity issues have more or less relations with the financial allocation system. In the field of higher education, the solution of equity issues must rely on the Government's financial means. The present higher education financial allocation system reform must take the equity idea as the direction, display government's macroeconomic regulation and control function fully, promote higher education's equity development.This paper bases on the educational equity angle of view, uses the literature methodology and the comparison methodology, analyzes the relations of educational equity and the higher education financial allocation system, and profits from the establishment and the reform experience of the overseas higher education financial allocation system, puts forward a series of countermeasure proposals in view of higher education financial allocation system's question in the present stage.Based on the understanding of equity and educational equity, three issues are discussed in this paper: Why should the government invest in higher education? What's the situation of China's financial allocation system on education? And how to improve it?This paper is composed of five parts. Part one is an introduction, which explains the reason of the thesis gives some literature review on the topics and defines some conceptions. Part two is the theoretical research about financial allocation on high education. Based on the theory of public goods, public choice and human resource, a conclusion is that it's necessary to invest in higher education for the government. After introducing and analyzing the financial allocation system, we find that the system is the financial support on the development of higher education, a powerful lever for the government to control higher education and a regulator to keep the balance of educational development. Part three gives some useful experiences on financial allocation system by the developed countries. Some comparisons are made from the points of allocator, allocation scale, allocatee and allocation method. Part four is the research on development of Chinese financial allocation system on high education, in which the main problems of Chinese financial allocation system are analyzed. Part five gives the solutions about Chinese financial allocation system.Popularization of high education is the tendency of Chinese educational development. With the continuous growth of enrollment number in high education, it's necessary to reform the financial allocation system to ensure the quality of high education. Based on existing research foundation, the deep level's theory and practical research in higher education financial allocation system is an important topic of our country's higher education financial allocation system reform, which has important significance in advancing higher education system's improvement and equity development .
