Research On Current Situation, Problems And Countermeasures Of Profit-making Private Training Institutions In Shanghai

In order to adapt to the trend of the world education development, record of formal schooling education is hard to meet the increasing requirements of learning people and is difficult to adapt to the high-speed economic development. So private training institutions arises at the historic moment, and it can service to students since childhood to the elderly. It reaches into all walks of life, and meet the different needs of life education services. So private schooling and training have been an important part of education in China. And with the improvement of the relevant laws and regulations, the concept of "profit-making private training institutions" is gradually clear. Deep research and regulation has become the important measures to regulate private training market in China.But training institutions in China starts late, especially profit-making private training institutions, which is lack of experience, guidance in market competition and related research. Shanghai training organization is facing good opportunities for development, including a good economic environment and the relevant policies and regulations, but threats and problems is also obvious. For profit-making private training institutions in Shanghai, how to keep healthy running in the fierce market competition has become a serious problem. From 2013 August to 2014 July, the author visited 10 operating private training institutions, and held talks with the Shanghai lifelong education department director Zhuang Jian and related experts. The research direction and content was clear as well. Thus, this study from the investigation of the current situation of operating private training institutions as the starting point, summarizes the existing problems and puts forward the corresponding development strategy. It is of great practical significance to the sustainable development of Shanghai profit-making private training institutions.Chapter two defines the definition of "profit-making private training institutions," and makes the Discrimination between it and "non-academic training institutions". Chapter three reveals the Shanghai profit-making private training industry status. On the basis of questionnaire and interview, the article sums up the present situation into two aspects of the rapid expansion with huge potential, and on the other hand of frequent mess. Chapter four summarizes the problems of for-profit private training industry in Shanghai. It has mainly four aspects which is weakness of government regulation, lack of industry self-discipline, unstableness of teaching quality, and lack of consumers’ understanding for relevant information. Chapter five puts forward countermeasures on the basis of the existing problems, including perfecting the macro management, perfecting the social evaluation system, strengthening the teachers’ management and the creation of public information platform.Through the above research, the author tries to promote the healthy development of the Shanghai profit-making training market. On the basis of reasonable standard and effective regulatory, we hope to promote the all-round development of lifelong education system in Shanghai.
