Justice Research On Evaluation System Of Social Science Fund Of J Province

Social science fund is one of the best forms for governments to support the development of social sciences. With the implementation of social science fund and demands on management of social science fund, how to raise the management level of social science fund becomes a hot topic. For a long time, the justice in management of social science fund has been focused by scholars and managers. Project evaluation is a key to management of social science fund and deeply impact project management of social science fund. A just project evaluation system would bring long-term and benign development for social science fund. This paper takes Social Science Fund of J Province as the object of study and analyzes the justice of project evaluation system.In first part, justice standard of evaluation system is constructed based on the concepts and theories of justice and the characteristics and nature of project revaluation. According to the purpose and nature of science evaluation and the theories of justice, five principles of justice are made up. They are equality, value, neutrality, acceptability and publicity. The justice dimensions is based on influent factors of evaluation justice and the principles, including subjective opinions of evaluators, equal status of applicants, reasonable design of standards, effective implementation of control mechanism and goals-attached results. Then the concrete standard of justice is established.In second part, this paper starts to appraise the justice of project evaluation of Social Science Fund of J Province in two aspects:process and results regarding built justice standards system as the reference system. And according to problems about justice, found during appraisal of Social Science Fund of J Province, suggestions are promoted to enhance the justice of project evaluation. The suggestions are improving justice of the peer review, bringing in other evaluation methods and establishing supervision mechanism.this paper reveals that Social Science Fund of J Province has problems in evaluation justice, the level of management in evaluation justice asks for improving,through the analysis on the justice in evaluation system of Social Science Fund of J Province. Social Science Fund of J Province is a microcosm of local social science fund. Justice Study of it’s project evaluation system would help in study of local social science fund.
