The work report of The Eighteenth Congress of the Communist Party of China claims that it is necessary to provide good education to satisfy the people’s requirement, continue to give priority to the development of education, carry out quality oriented education entirely, develop the nine-year compulsory education in balance, promote equity in education vigorously, and allocate the resources of education rationally. Education is the basis of social equality. Educational equality is an important aspect of building a harmonious society. Balanced allocation of education resources is an important symbol to reflect the educational equality, especially that of the compulsory education. Special attentions are paid on balanced development to promote compulsory education in recently issue of "Compulsory Education Law ", because educational equality can allow people the opportunity to have an equality of competition, help vulnerable groups to improve their survival status, and then abate the inequities of society observably. The principle of fairness which is embodied in equalization of education should be carry out in the stage of compulsory education more necessarily.As a well developed city in Yangtze River Delta Area, Yangzhou has entered a strategic period of taking the lead in accomplishing a well-off society in an all-round way, realizing socialist modernization by and large, and building world-class famous cities. However, the resource imbalances phenomenon in compulsory education still exist in Yangzhou due to the cause of the system of economy and policies, culture, and so on. Thus, it is extremely urgent to promote optimal distribution of compulsory education resource. Based on public goods theory and educational equality theory, the present paper performs an exhaustive analysis on the cause of forming the resource imbalances phenomenon in compulsory education of Yangzhou, and obtains the methods and strategies of solving this problem.This paper summarized the research progress in compulsory education equilibrium at home and abroad, reorganized the basic theory in balanced allocation of compulsory education resources, analyzed the influence factors of balanced allocation of compulsory education resources, obtained the condition of imbalanced allocation of compulsory education resources in Yangzhou by data comparison, and then found its main causes. On the basis of experience in the balanced development of compulsory at home and abroad, it is recommended to promote balanced allocation of compulsory education resources in Yangzhou by constructing five systems, such as:a system of balanced development and an investment protection mechanism of compulsory education, area teachers shared mechanism, the students reasonable configuration mechanism, and education accountability mechanisms.
