2014 witnessed the slowest economic development from 1990 s due to re-adjustment of global industrial structure and re-balance of economy, which makes China confronts big challenge of reorganization of industrial structure. A large quantity of professional technicians isindispensable in the updating period of an enterprise, such as closing, merging and re-organization. To meet the necessity, it is clearly pointed that enrollment between senior high schools and secondary vocational schools shall be almost equal in certain future in The Decision about Speeding up Development of Modern Vocational Educationthat is issued by the State Council.With vigorous promotion in China, vocational education is running on the sustained and developing track with the quantity of teachers’ enlarging year by year. Recently, key factors, such as comprehensive quality, structure and management of teacher, has blocked present development of vocational education and lowered quality of vocational education, even though big progress has been achieved on the promotion of teachers, such as comprehensive quality, structure of professional title and educational background of teachers. Meantime, to foster development of modern vocational education and achieve construction of double competency teaching stuff, The Standard of Competency for teachers in Secondary Vocational Schools has been made and issued by Ministry of Education in 2012, stating clear requirement for teachers in secondary vocational schools from 3 aspects, which are teaching ethics andconcept, knowledge and ability; and it hopes sense of teaching responsibility, regulation of teaching evaluation and teaching performance management mechanism will be perfected in second vocational schools according to the document.This paper has did some research on the system of teaching performance evaluation system for teachers in secondary vocational schools. Firstly, this paper has presented origin, target, and function of performance evaluation, performance evaluation mechanism and index for domestic and foreign teachers and status and function of secondary vocational education. Terminology and basic conception relevant to teaching performance evaluation have been defined clearly in this paper after research and analysis. Secondly, this paper has thoroughly analyzed advantages and disadvantages in research of all current teaching performance evaluation indexes. After that, it has analyzed opinions and suggestions on current teaching performance evaluation from A Vocational Education Center with interview and questionnaires. At last, this paper has re-organized teaching performance evaluation index system for A Vocational Education Center with obeying 60 professional standard articles in Professional Standard for Secondary Vocational Teachers(Trial) and questionnaire investigation. Besides, some progress has been made in A Vocational Education Center after re-organized teaching performance index system employed.The innovation of this paper is employment of professional standard for second vocational teachers in teaching performance evaluation index system, analysis of comprehensive research on influence of complexity of teaching to teaching performance evaluation index, and discussion of opinions and suggestions on current teaching performance evaluation system from second vocational teachers on current teaching evaluation system.
