Along with economic globalization and the increasing international competition, governmental focuses have turned to promoting the national quality, raising and accomplishing talents of high quality, which has provided a golden opportunity of development for secondary and high schools. As an important constituent of secondary vocational education- - secondary vocational education, should make use of this opportunity, complies with the popularity tendency of the national secondary education, displays its superiority of being open to the market and the flexible mechanism, is becoming the essential new force in the secondary educational school system. However, along with the secondary educational scale's unceasing expansion, and the increasing invasion of overseas school-running forces, the secondary vocational education faces the more fierce challenge and competition. Comply with the times and transform unceasingly if secondary vocational schools want to be in an impregnable position in the competition and its development can be full of vitality.The essence of secondary vocational school reform is to improves the quality of service and provide the customer with satisfactory service of high quality, which decides its success. The quality of teaching and talents depends on the quality of teachers, on the exuberant working enthusiasm and the fighting spirit of teachers, as well as on the teachers'full display of creative potential and value. Therefore, the research on how to stimulate the secondary vocational school teachers'lasting and exuberant working motivation - - teachers'evaluation mechanism, has become the main approach for the secondary vocational school to raise the school working efficiency and promote the school brand quality. This article has discussed the demand difference of the above stated four factors such as gender, age, title, school degree, position and so on.Based on it, this paper proposes the corresponding intervention strategy to stimulate teachers working enthusiasm: 1. to hold to the guiding principle of"humanism"; 2. to construct positive organization culture as the driving environment; 3. to form the highest boundary of driving teachers - - self-appraisal method; 4. to establish open and transparent reasonable evaluation mechanism of teachers.The first chapter introduces the importance of teacher evaluation in secondary vocational schools. It states the scientific teacher evaluation system of achievements not only stimulates individual potential and teaching enthusiasm, but also enables school and teachers to obtain the synchronized development, improves the school quality of teaching, and sets up the good image.The second chapter introduces the related theoretical knowledge, including the achievements evaluation's definition, the standard and the feedback as well as some implications from the overseas school's advanced achievements evaluation mechanism.The third chapter takes some vocational school as an example to analyze some problems existing in some secondary vocational schools. For example: The evaluation localization is fuzzy; The achievements evaluation target is not comprehensive; The achievements evaluation's main body is not comprehensive; The achievements evaluation's feedback is not prompt; The achievements evaluation lacks certain incentive mechanism; The achievements evaluations also has certain cognitive and judging faults and so on.In view of the achievements evaluation system, the fourth chapter proposes the improvement countermeasure. In the secondary vocational school, we should construct the scientific and comprehensive teacher evaluation mechanism.First, consummate the teacher achievements evaluation mechanism. In the secondary vocational-technical school, scientifically apply developing teacher evaluation system, namely while making self-evaluation and evaluation by direct leaders and colleagues on the evaluated teacher, the evaluated teachers should also receive the student and guardian's appraisal.Next, improve evaluation technology. Combine the comprehensive uniformity of achievements evaluation with differentiation.Thirdly, optimize evaluation criterion. Insist to the combination of the achievement evaluation, the behavior manner evaluation, and the ability evaluation. Three kinds of evaluation must unify, coordinate and refer to each other.Fourthly, formulate a scientific and comprehensive evaluating indicator system, including the education target and the teaching target, and simultaneously manifesting the characteristic of the secondary vocational school.Fifthly, teacher's achievements evaluation must be formed into a system, and also certain supervising mechanism must be established. The feedback to teacher's evaluation should be prompt, and the rewards and punishment is distinct. We should not only draft an individual development project for the teachers, but also establish a complaint system for the achievements appraisal.
