In our country,the key strategic goal for the basic education reform is to achieve the balanced development of compulsory education, and teachers’equilibrium plays a crucial role. Since Teachers’authorized strength is an important tool to adjust teachers’deploy, its balance will push to achieve the goal.The current situation in compulsory education shows great disequilibrium,with both inner and outer ones.And it is not an overnight process to achieve the goal, we needs inner regional equilibrium to drive the outer one, which can finally implement the overall balanced development.This paper chooses teachers’equilibrium in authorized strength between urban and rural area as the research object,trying to explore a way to achieve it.This study investigates some cases about teachers’ authorized strength in F country in Henan province. The author selects several town, county and rural schools to find out the status quo about their teachers’ authorized strength. From its quantity, quality and structure these three dimensions, the author wants to show the disequilibrium between urban and rural schools. Through the appearance of the unbalanced allocation criterion, the author finds out the deeper reasons. They are the point of the problems during the process of the management, including the national macro management on making the standard, the medium management on the overall supervision, and the micro management on the distribution.Based on the analysis of the problems existing in the management about teachers’ authorized strength in our country, the solution presented in this article is to build a three-level discriminatory system of teachers" authorized strength guided by "the principle of difference" which tries to guarantee the allocation policy tilt to rural schools and promote the comprehensive configuration of all professional disciplines in rural schools. However, if we want the the ideal system to work, we still need relevant supporting policies. For example, the primary task is to unify the standard of authorize strength. And then we need standardize the management system to implement the political leanings in rural areas. What’s more, we need to improve the teachers’ access and exit mechanism, make clear the number of teachers and plan its increase, set up a special supervision group, and speed up the information construction of rural schools. Only with these improved policies, we can better achieve the goal of the urban and rural teachers’authorize strength balance.At present, there is a big gap between the urban and rural compulsory education development level. Hence, it’s hard to achieve the balanced development goal with a same policy standard. Therefore, from the reality of education development in our country, this study attempts to build a discriminatory system guided by "the principle of difference" to use "inequality means" to achieve the goal of equality.
