The weak school support, optimize the allocation of educational resources, theimplementation of unified management education departments at the county level teachersystem in primary and secondary school teachers and principals, regional regular rationalflow."In Lianyungang City Board of education in2013will further increase the teachers’ jobrotation, rotation system to promote quality education, teachers’ balanced equilibrium, flowrequirements to the beginning of2014urban area teachers to reach15%of the number ofteachers.In this paper, the combination of qualitative and quantitative, flows to the teacher ofsystematic research, review and Reflection on the present situation of flow of teachers athome and abroad. From our teacher flow imbalance, the flow of teachers will different, flowmechanism is not perfect and other issues, to explore the relationship between theadministrative departments of education, schools, teachers from educational equilibrium flowtheory; the basic situation of regional compulsory education full-time teachers and a fewyears ago, the flow of teachers, influencing factors the stage of compulsory education inHaizhou region flow by geographical, title, age, education, number, duration, treatment, andto analyze the reasons, to explore the feasibility of the proposed measures teacher flow, a flowpolicy suggestions for teachers in compulsory education stage.And take the cluster sampling method to select the Haizhou District12primary school,junior high school (of which2to nine year school)354in-service teachers from the teachers’basic situation, teachers’ occupation satisfaction status, to urban and rural (regional) and thegap between the allocation of teachers, teachers of teachers flow intention and to dimensionregular flow system "attitude and understanding of the implementation of teacher", conducted a questionnaire survey and interviews. Therefore, compulsory education to construct thescientific and rational flow of teachers, should be guided by the government, the institutionand economic security, and the creation of the school of good management environment.
