The advent of the era of information technology has the advantage of the priority development of education, equitable development. Classroom teaching is the most important work of the school to train people and complete education. To improve teaching quality is the basic guarantee of the quality of school education. SRTE becomes an important means of teaching management and the improvement of teaching, and it has the era of innovation and efficiency. Student online rating of teaching effectiveness will make up for inefficiency of the traditional teaching evaluation, and it makes the evaluation of teaching quality pluralistic and networked. It also has intelligent and convenient features. How to take the advantages of student online rating of teaching effectiveness, and improve the degree of importance and availability of schools? It requires not only technical improvement, but also need to combine the theory with practice so as to improve student evaluation of teaching on the internet. The main work of this paper includes the following aspects:Firstly, the paper introduces the research of student online rating of teaching effectiveness at home and abroad in detail. The paper collect the datum of student evaluation of teaching during ten terms from last term between 2009 and 2010 in Chongqing Normal University to next term between 2013 and 2014. Then the author uses SPSS statistical software for global and case analysis, and finds some problems on student online rating of teaching effectiveness such as curing of schedule time, less times of evaluation of teaching, small difference of the results, and insufficient feedback information and so on.Secondly, the author compiles questionnaires about student online rating of teaching effectiveness combing with the actual situation of student online rating of teaching effectiveness and teaching evaluation data analysis in Chongqing Normal University based on a large of literature research. All full-time teachers and students attend the questionnaires. The contents of the survey on student online rating of teaching effectiveness include its relevant system, process, the pattern, the time, index system, the results of the application and feedback, effectiveness and factors and so on. Survey results showed that: Teachers are not familiar with the school system of evaluating teaching, teachers and students cannot receive timely teaching evaluation results,and teaching evaluation indicators should be distinguished according to the type of course and course difficulty and other issues exists in students evaluating teaching.Thirdly, the paper puts forward related strategies for dealing with existed problems of the student online rating of teaching effectiveness on the analysis and summary of the teachers & students questionnaire datum. These strategies can be improved and perfected in the aspects of teaching evaluation system, teaching evaluation process, index system, application teaching evaluation results and the feedback of teaching evaluation results. The paper uses Android SDK tools to design a mobile client of the student online rating of teaching effectiveness, which can feed back teaching evaluation results. The system contains teaching evaluation of student real-name system, anonymous teaching evaluation system, teachers’ real-time inquiry.
