By literature review, the researcher mastered results found by frontiers working in the area of classroom teaching evaluation, also the researcher collected some classroom teaching evaluation rubrics from different colleges both in and abroad. This essay then tried to trace the attitudes of both teachers and students by questionnaires and interview about the students'rating of teaching, together with the actual effectiveness done to real teaching practice. Through analysis of both data of questionnaires and interview, this essay got problems existing in the current rating system. This research analyzed existing research results and found most of them didn't aim at the enhancement of teaching, when redesigning rating systems, they haven't collect rich information enough for teaching improvement. According to the conclusion, the essay designed new questionnaire with request for rich information in the teaching process. New questionnaire avoids the weakness of former ones; also the essay tells what others to do with the rating process to ensure the validity of information and the effectiveness of enhancing teaching.
