The five education is system education theory and method that applied to the Tibetan "9+3" practice through continuous research, demonstration and extraction, on the basis of adhering to the people-oriented principle, following the vocational school student’s psychology, in accordance with the education laws, reflecting the characteristics of Tibetan Students, as well as respecting the objective differences. Its main content is patriotism education, national unity education, discipline education, civilized behavior education and thanksgiving inspirational education. The core idea of education is to establish correct outlook on life and world outlook, promote strong patriotism and national pride, develop good study habits among the students, and to become learning talents with good morality and excellent technology through the effective educational activities.The introduction of the five education is an inevitable requirement of promoting the "9+3" Tibetan education plan.Especially the Provincial Party committee and government decided to promote the second ten-year action plan of education development in minority areas, and started the implementation of Tibetan "9+3" free education plan. Large scale of Tibetan students enters the mainland to receive secondary vocational education.How to deal with the cultural, language, ethnic differences, and deal well with the education and teaching management, as well as students training and education become the important challenges and difficulties to promote the "9+3" education smoothly. There is an urgent need to introduce a set of effective management mode and teaching method, to further improve the Tibetan "9+3" education system standard and meet the requirements of Tibetan "9+3" secondary vocational education dexelopment throuth the introduction of the five education.This paper studied the backgrounds, main contents, innovative points, theoretical basis, implementation methods, process and effect of the five education, whitch used the methods such as case analysis, investigation, on-the-spot investigation, interviews and etc. It also summarized excellent experiences of the "9+3" schools, which carefully check the work like freshmen entrancement, daily affairs management, code of conduct, the teaching carrier, culture construction and co education by school and the police, and put forward the countermeasure of sustainable development such as mechanism improvement, form of innovation, realization of three purpose, holding four hands, extensive publicity and supervision and inspection.
