In recent years, Chinese secondary vocational education has entered the stage of scale development, and secondary vocational college has become the main force of vocational education. However, with the rapid development of secondary vocational education, the quality and characteristic of student enrollment has changed greatly which has brought new challenges for secondary vocational college to cultivate students’ professional competency. In June 2009, Sichuan provincial government issued the policy of Tibetan “9+3” free vocational education which exempts tuition and subsidies living expenses as well as incidentals for Tibetan students. This financial aid policy encourages Tibetan students who graduate from junior high school to receive professional learning in secondary vocational college for three years. What’s more, this policy will foster more high-quality workers to promote the economic development for Tibetan areas. Thus, to execute the pattern of “9+3” free vocational education, we should explore new thoughts, build corresponding modes, formulate new measures and solve practical problems to help Tibetan students adapt to the requirements of our country, our society and the enterprise. Besides, it’s important to assist Tibetan students to undertake missions with new ideology, high morality and advanced technology.This research selects Tibetan students who study under the pattern of “9+3” free vocational education plan in Sichuan xx secondary vocational school as sample. In order to discover the current situation of Tibetan students’ professional competency with “9+3” free vocational education plan, I make this research through questionnaire survey and interview survey. Through research, I find that “9+3” pattern exists three kinds of problems: students’ awareness of cultivating professional competency, the content of cultivating professional competency, the method and effect of cultivating it. As a teacher who has engaged in ideological and political education for many years, I have the experience of student management, and according to my teaching experience, I put forward 6 measures to solve the problems:1. improve students’ awareness of professional competency training; 2.introduce enterprise culture to the construction of campus culture; 3. Forge the “teacher-and-technician” double type teaching staff; 4. Enhance the education of occupational guidance and career planning; 5. Strengthen the connection between the college and the enterprise and adapt the pattern of “college-enterprise cooperation” to achieve the effect of enterprise education. Through my research and analyze, I hope this paper will contribute to the Tibetan students’ professional cultivation under the pattern of “9+3” free vocational education plan.
