Culture is the background and content of curriculum and Chinese curriculum has very close contact with culture. This paper use content analysis and literature study, refer to relevant principle, makes ’the table of culture analysis’, whose frameworks are knowledge, morality, politics, nature, and culture. The themes are decided according to the teaching goals from the reference books. The themes of the textbooks and the exercises are both researched. The value orientation of the Chinese textbooks of primary school in Shanghai was studied. We are trying to give suggestions on the reform of textbooks, to develop the function of broadcasting culture of Chinese textbooks. This paper is divided into five parts:The first chapter is the introduction, which includes the research goal, content, methods, and the research status. Besides, some key concepts were defined.The second chapter introduces some theories the research based on: curriculum-cult urology, sociology of curriculum, the theory of Textbook Compilation, and Chinese curriculum standards.The third chapter studies the value orientation of the textbooks, which is the fundamental part. First, it introduces how the table is made and the related Statistical methods.Second, it statistics the proportion of different category. The study finds that the value orientation presented as follows:scientific knowledge content is the dominant knowledge goals; Children’s orientation is obvious; Attention is paid to the protection of animals, the nature is appreciated; cultural diversity is presented, to national culture embodies is few. But it still has some deficiencies, such as the content of national culture is insufficient, some content of political category need to be strengthened.The fourth chapter focuses on the exercises to analyze the presentation of the value orientation. Different exercises present value orientation in different way. The themes in exercises and in the textbooks have the same proportionThe fifth part is the conclusion and suggestions. This paper finds that the value orientation is close to children’s real life; it reflects the requirement of the harmonious culture. Political ideology is weakened. The general culture makes up a big proportion. The textbooks also pay attention to the citizen’s character development. The deficiencies in that there are few textbooks using culture as the theme, not enough attention for citizens’ personality cultivation. We suggest that strengthens the Shanghai regional culture, Chinese traditional culture, ethnic culture and multicultural content. At the same time, pay attention to the development of "transcendence" quality.
