As the dilemma of basic education in China for a long time, academic burden is deeply concerned by the theory and practice. Its existence not only has the great harm to the students’ physical and mental health and the individuality development, but also hinders the effective implementation of quality education. Based on this, our government and relevant administrative departments have promulgated a series of policies to solve the problem of academic burden, but its implementation effect is not satisfactory. Faced with the confusion and obstacles in the development of academic burden policy, it is necessary to systematically analyze the academic burden policy texts. Policy analysis on academic burden refers to using scientific methods and techniques to analyze on the related policy’s content, process, result, environment and value. To effectively solve the academic burden problem, need to relevant national policy support, but the national policies reasonable and perfect requires in-depth analysis of relevant policies. Therefore, this article base on the four types of framework of education policy analysis:content analysis, process analysis, (decision, implementation and evaluation), value analysis and environmental analysis. Using the most core and essential research category of the policy analysis, that is value analysis to research on the academic burden policy. Value is the inherent power of the development of educational policy. If there is no understanding of the central role that value plays in the education, if we can’t reconcile different value, we will not be able to construct an education policy which based harmonious.
