It is the requirement of times development to possess certain information literacy nowadays with information technology flourish. Middle and primary students’ parents are both participators of student education and major constructor of modern society; therefore they shall possess information literacy, which is significant for children cultivation and parents themselves. On the one hand, it can promote online communication of the children to solve the telephone communication problems that children and their parents can only listen to the voice instead of seeing the face, as well as create a “green” network learning environment to strengthen emotional communication with the children. On the other hand, it can improve self information literacy application in daily work and life to adapt to social informatization development.In order to understand information literacy status and demand of middle and primary students’ parents, this paper has investigated and researched the sub-campus and primary experimental school of Jinzhou City No. 8 Junior Middle School and found that information literacy basis of most students’ parents is featured by diversity, large room for improvement and huge demand for improvement. Based on investigation, this paper has formulated a specific and feasible scheme to improve information literacy of middle and primary students’ parents. The scheme includes three aspects involving target, content and method of improvement according to hierarchical teaching theory. The students’ parents learn information technology from a very limited route, and high-strength and short-term professional skill training held by the special institutions is not suitable for the students’ parents with fragmented time. With full consideration of actual condition of the students’ parents, this paper has selected the method of improving information literacy of middle and primary students’ parents via network according to micro learning theory, and designed the website “to improve information literacy of middle and primary students’ parents”, which is easy to learn, rich in content and unlimited by time, especially suitable for students’ parents to learn any time any place and understand their children’s situation at school via online communication with the teachers. 150 parents participating in investigation mark 88.9 average score for the website in terms of investigation appraisal after using the website, so it has achieved the aim of improving information literacy of students’ parents.
