With the development of quality education and the implementation of the balanced development of rural compulsory education, the construction of education informationization has become an important way to promote the development of quality education, promote the balanced development of compulsory education and realize the education modernization. Information technology teachers’ information literacy level has seriously affected the development of quality education, the effective promotion of education information construction, the smooth implementation of the balanced development of compulsory education and the smooth realization of education modernization, they not only play an important role in the course of information technology, the construction of teaching staff, and the improvement of students’ quality. Therefore, it is of great strategic significance to build a high quality information technology teachers, to improve teaching quality, to promote the construction of education information, to carry out quality education, to promote balanced development of compulsory education and to realize the modernization of education.In this paper, Lincang City, Fengqing County 21 rural junior middle schools 34 teachers as the research object, through literature review, questionnaire survey and interviews, from the basic situation of information technology teachers’ information literacy, so as to improve the rural junior middle school information technology teachers’ information literacy in the investigation, on the basis of investigation and analysis, aiming at the current situation reflected in the survey as well as the difficulties and problems, in-depth analysis of problems and difficulties in the creation, teachers’ information literacy in the region restrict the course of information technology and the improvement of educational information construction, and explore and study the strategy and Countermeasures to promote the promotion of information literacy in the area of information teachers.In this paper, we have found that there are some problems in the information technology teachers in the rural primary school, which is based on the lack of investment in basic education, the process of education information construction is slow, the information technology is low, and the information technology teachers are not stable.Aiming at the present situation and existing problems of information technology teachers’ information literacy in rural primary school, this paper puts forward suggestions and countermeasures from three aspects: external factors, internal factors and individual factors. In order to further promote the development of the information technology of rural primary middle school information technology, and to provide a theoretical basis for the development of information technology teachers in primary and secondary school.
