The 21th century is an age whose information technology develops rapidly. The competition between countries and nations is competition of education in the final analysis, while the nation's educational quality is influenced directly by the teachers' quality. Therefore, to cultivate high quality teachers becomes the aim of educational reforms in the world. At the same time, the key to educational reform is to build high quality teachers' team in middle and primary schools.This thesis focuses on the actual state of the teachers' Information Literacy (IL) of middle school in ChangChun. As a premise, the author makes clear the true meaning of the Information Literacy at the outset. On the ground of having made vast basal investigation on the current state of the IL of the teachers through the methods of interviewing and questionnaire, this study not only thoroughly analyzes the disadvantageous factors hindering the development of the IL of the teachers, but also creatively proposes corresponding the superiority and the structure system of the Information quality for Middle and Primary School Teachers Based on Campus-Wide Network.In addition to the introductory chapter, this thesis falls into four parts. Chapter one defines the meaning of Information Literacy of the Middle and Primary School Teachers. Chapter two consists of a statistical analysis of the data collected from the investigation on the IL of the teachers; a further probing into the obstructing factors; and then drawing out ten possible reasons for these problems. In chapter three, of central concern is to put forward the superiority of the Information Literacy (IL) for Middle and Primary School Teachers Based on Campus-Wide Network, a way to solve the problems exposed in the research. The final chapter proposes a structure system of the Information Literacy (IL) for Middle and Primary School Teachers Based on Campus-Wide Network.
