| Today, the "Graduate entrepreneurship" has become one of the important problems, which is concerned by the government, the university and the social. President Hu Jintao pinpoints in the report to be delivered at Seventeenth National Part Congress that "We must promote employment through entrepreneurship, to ensure a good job on graduate employment". The graduate entrepreneurship is not only a way of the graduates finding a job, but also a kind of high-develop entrepreneurship which has significance on promoting economic growth by scientific and technological improvement. Our government making a reasonable policy to support and promote graduate entrepreneurship is important to resolve the graduate employment problem, maintain social stability, improve self-renovation capability, build innovative country and harmonious society. The paper reviews and analyzes achievements concerned of domestic and overseas scholars and experts, elaborates the necessity and importance that our government support and promote graduate entrepreneurship, respectively from various angles, the scientific concept of development, the new public service theory, and the market failures theory. There is a focus on thinking seriously about the existing problems of graduate entrepreneurship environment from four aspects, the current status of overall entrepreneurship environment, the graduate entrepreneurship environment, the recognition to graduate entrepreneurship and policy environment. On this basis, explore and design "One central, Two system, Three support" model of the graduate entrepreneurship macro policy. This paper choose Shanghai Technology Entrepreneurship Fund for Graduate as a case, take further argument, elaboration and introduction to the policy design, finally as viewed from policy ecology, make some suggestion that the graduate entrepreneurship policy must serve development of entrepreneurship by the whole people, and be in coordination with the policy of SMEs. |
