Based on the above background, the paper use the literature, interviews and mathematical statistics to analyze the status and problem and market structure, the conclusions are as follows:Status:the speed is fast, the strategy is diversified, the development foundation is good, the consumption potential is large. Problem:the socialization and industrialization level is not high, the regional development is unbalanced, the industry structure is irritation, the investors are mainly private financing and the financing channels are narrow, the management system is not perfect, the development and utilization resources are not enough and so on.Market structure:the market concentration is low, the product differentiation is not obvious; the entry barriers are mainly policy, product differentiation, scale economy; the exit barriers are sunk costs, corporate brand, policy barriers.Countermeasures:elaborate the guiding and support role of government, reform the management system and innovate the mechanisms, promote the leisure sports and other industrial integration, develop the leisure sports industry function areas, and promote the development the leisure sports industry by the urban community sports which are the basic focal point.
