Since2000, our country has introduced relevant policies to develop ruralvocational education, and there’s some improvement. But some problems such asdifficulty in recruiting student, poor quality of students, low quality of teaching, theunsoundness of university-enterprise cooperation mechanism are still in the way ofrural vocational education. Being called “education disadvantaged” and “low-leveleducation”, it is at the edge of standard education system. So we need to solve themarginalization of rural vocational education. It is good to increase the developmentof rural economy, to improve rural labor quality, to promote the rapid development ofurban and rural integration, to realize the education group upper flow to the society,and to realize education fairness and social justice.The marginalization is shown in county territory economic and socialdevelopment, educational development, vocational education system, and socialselection. We explored and found the following reasons caused the marginalization:1.Social factor, shown in not balanced in regional development and the duality of urbanand rural society.2. Economic factor, shown in the slow county territory economicdevelopment.3. Policy factor, shown in the imbalance of the development of ruralvocational education.4. Education factor, shown in the lag phenomenon of vocationaleducation school idea and mode.5. The disagreement of vocational education.6.Social mobility factor, shown in mobility opportunity inequality and mobility risk.If we want to change the situation of marginalization, we need to change the ideaand build an atmosphere of “Focus on the skill and don’t judge based only oneducation background”. We need to establish a fair system of education and focus onthe whole career development. We need to change the function of country vocationaleducation center and vocational education and training institution and we need tobuild school for farmers. We need to strengthen rural vocational school teachingquality, and equip the student with specialty. Deepen the agricultural production andeducation cooperation. Seek the destination of the rural vocational education. Buildfair competition system, and create equal flow opportunity.
