In recent years, China carried out the sixth census and the result showed that the trend of an aging society continued to develop. The population aging bring many problems on the development of social and economics, and it will not only cause relatively scarce, old-age security enormous pressure, aging populations social marginalization,"empty nest" old crisis and weakening humane care, health care services and the shortage of labor resources and many other problems, but also limit to update and adjust the industrial structure, and brought serious challenges for China’s economic development.With the problem of an aging population, most of the international community chose to face, and take delaying the retirement age as an important measure. After our country visited and studied in other countries and our realities, they also will delay retirement, and promote discussion of pension listing. But for which several measures to solve the problem, conducting the second development for the aging of human resources is the key point. But facing a huge number of aging population, the development of high intelligence in the aging population will have a more prominent significance.In high intelligence personnel, and retired teachers college is nothing more than an important force. Retired teacher is a college-educated, high-quality, high-contribution group, a participant in the national scientific and technological progress and the development of education, so they are the most important part of social intelligence resources. But the present situation of old retired teachers or old expert of colleges is not optimistic. Therefore, for high intelligence aging population, for example the old retired professor and higher education experts, this paper carried out the status of human resource development and facing problems for in-depth analysis, and proposes targeted comments and suggestions.
