| Retired personnel especially young retirees have the ability to continue to make contributions to the society. Retired teachers in colleges are an advantaged group in the society; they have higher educational level, more stable income, and better physical quality. They also have higher enthusiasm to participate in society development. So how to put college retired teachers'resource in use? This is what will be solved in the research.Based on the relationship between human capital and social network theory perspective, this paper combined the degree of utilization of retired university teachers with social participation, to measure the degree of retired teacher's exploit from the aspects of the participation in social activities, especially in economic activities and volunteer activities, the proportion of area, time, influence, participation effects and so on.The results show that:Firstly, the overall level of utilization of retired teachers in college is low, and their superiority has not been exploited. Secondly, the individual's educational level, occupation and professional title, monthly income and physical conditions has a significant impact on the degree of exploit of these resources; Thirdly, family economic status was significantly effect retired teachers'resource; family responsibilities of their level had no significant impact on resource utilization; Fourthly, the nature of their spouses work unit, i.e. the spouse of the retired teachers'network capital significantly affected the level of resource utilization; Fifthly, attitude of retired teachers'offspring towards their parents'continuous work in society is important; those retired teachers whose offspring don't support their parents to participate in social work has a higher enthusiasm to continue to work, the value of these elderly Human Resources play a higher degree. Sexily, retired teachers have a great dependent on the units and communities which their support is not enough; seventy, the social prejudices towards old people and mistaken view of that old people continue to work will reduce the employment of youth hamper the exploitation of the elderly.Finally, this paper put forward some suggestions from four perspectives:the government,the work unit,the community and the elderly population themselves.
