Vocational colleges of education are the cradle of personnel training and technical skills. Determine the quality of talent to the quality of education for vocational colleges, vocational colleges to improve education quality, it is necessary to break the traditional teaching methods, explore groundbreaking career teaching mode. We want to improve the results of the work of teachers in vocational colleges, in order to improve the quality of its teaching, and evaluation of the performance management human resource needs of teachers in vocational colleges. On the basis of analysis and evaluation of its performance, we should find the appropriate way to improve the teaching level of education. Performance management of teachers working in vocational colleges in China due to the lack of scientific guidance, there is a performance evaluation index system is not sound enough not clear evaluation index set unreasonable and unscientific methods of evaluation, and other issues, the teacher assessment still has many drawbacks. Thus, the study has important practical significance to the human resources management of the vocational colleges.At present, combining production,"Double Type" Teachers and practice of the dominant mode of education has become the main features of the education and training of vocational colleges in China. It requires teachers of vocational colleges, it is necessary to have the quality of "Double Type that is able to grasp the theoretical knowledge, there are skilled to teach the skills of knowledge has a strong practical guidance. How to measure Vocational colleges teachers whether the quality of the "Double Type? It needs a scientific and reasonable evaluation and analysis of teacher performance appraisal system. This paper analyzes the basic process, the purpose and function of the human resources performance management of teachers in vocational colleges to Changsha Environmental Protection Vocational College Teachers human resources performance management as the analysis of evidence, to identify the human resources performance management of the institutions and teachers there are many problems with challenge. The paper proposed the construction of human resources performance management of teachers in vocational colleges to optimize the value orientation and path selection and teacher performance management system under the guidance of the modern appraisal theory and method. The analysis concluded that the Higher Vocational School Teachers human resource performance management to optimize the value orientation should include targeted, sound system, set reasonable, full-featured content; human resources performance management optimization countermeasures must be reasonable position; should change management concepts and state-of-the-art buildingperformance culture, build the multi-platform performance management assessment, in order to promote vocational colleges teacher resources-round development.
