With the development of the new technological revolution and the waves of knowledge economy, education is gradually becoming the definitive factor of the development and the competitiveness of a country or region.The basic education is an important part of national education, and its importance to social and economical development becomes clear.Since reform and opening up to the beginning of21centuries, after15years of hard work, our basic education has basically realized the popularization of compulsory nine-year schooling. However, the basic education is influenced by official system and unofficial system and then shows an unbalanced trend.So with21st century coming, each level of government spares no effort to promote the balanced development of the basic education. Macro strategic guidance policies and micro executive policies lingered on, and it has been a new hot topic about basic education balanced development policy in research and practice on education policy. The research is based upon the development policy of equalization of basic education in Hubei Province. It utilize the theory of institutional change and set up the framework of the paper with a view to the reason, the method and the mode of system change. The research traces the roots of the problems of the development policy of equalization of basic education in Hubei Province, such as the imbalance between supply and demand, path dependence, the choice of the ways to change and so on. And this paper also puts forward some specific improvement opinions after analysis and demonstration.It is also the innovation of this study. To study from the view of institutional change development problems of equalization of basic education, both the need of theoretical research and innovation, and governance areas, school basic education imbalances of urgent requirements.The introductory explains the origin of the study topic, and elaborates the significance, the content, and the method of the article research. The second part defines the basic concepts and explains the theory of system change. The third part analyzes the development policy of basic education and interprets the text of policy to three aspects of basic education balanced development policy in Hubei Province since reform and opening up-management and operation education system policy, courses and teaching system policy, the construction policy of a contingent of teachers. The forth part discusses the sectors influencing and restricting basic education balanced development policy change from three angles--motive of system change, path dependence, and the choice of the ways to change. The fifth part accordingly put forward the suggestion for development policy of equalization of basic education in Hubei Province, and improved the scientificalness of basic education balanced development policy from three angles of definite value direction of basic education balanced development policy, reinforcing the effectiveness of policy supply, reducing the resistance of path dependence and choosing suitable ways to change and so on.
