At last decade of the20th century, it is a great event to achieve the goal of "two basics" for the basic education in the field of education in China, but also is the focus of our community. In the first decade of the21st century, even if the goal of the "two basics" had undergone all kinds of hardships, it finally was implemented in the whole country. However, the "balanced" problem of basic education has become the focus of the whole nation and community’s attention. There will be another decade since the "Compulsory Education Law" has been revised, which clearly put forward to achieve the balanced development of compulsory education. In this context, we have chosen the balanced development of basic education as the object of research. By using Fisher’s frame of policy evaluation and the combination of qualitative analysis and quantitative analysis, then viewing the status of this policy implementation in Hubei Province, we expect to make proper evaluation and propose suggestions for the re-optimization of the policy.This paper consists of three major parts:Introduction, Main content and Conclusion.Part I:Introduction. It includes the purpose and significance of the study, review of the foreign and domestic research status, theoretical analysis framework and the research ideas methods.Part II:Main content. The main part of this paper has five chapters. It is based on the detailed combing about the balanced development of basis education policy in Hubei Province since the new century, and the logical analysis framework of the policy debate, founded by Frank Fisher, a political science professor and an evaluating public-policy expert in the United States Rutgers University. And by two levels and four aspects of the empiricism’s quantitative analysis and normative analysis, we expand the policy evaluation about the balanced development of basic education in Hubei Province:Chapter1:Policy combing-about the balanced development of basic education policies and measures. This chapter combs the balanced development of basic education policies in Hubei Province by the literature collection methods, and laid a solid foundation for the subsequent policy analysis and evaluation.Chapter2:Project validation-the implementation of the balanced development of basic education policies. The project validation is the first step of Fisher’s policy evaluation method, which aims at detecting the effect of implementation of a project (policy) and exploring the starting point or the purpose and policy assumptions of a project (policy) by empirical quantitative research methods. This chapter includes policy assumptions, policy implementation and its effects of balanced development of basic education in Hubei Province, focusing on the use of empirical investigation and authoritative statistics to make a quantitative analysison about policy implementation effects of balanced development of basic education. The analysis results show that Hubei Province basic education equalization policies are well implemented overall, especially school’s standardization, the quality of teachers and teaching quality. Allocation of resources is focused on the supplement schools in rural areas, so the uneven situation has improved significantly on teacher resources, budget funds, hardware facilities and resources between urban and rural areas configuration.Chapter3:Scene confirm-the balanced development of basic education policy issues and standards. Essentially, the scene confirm is from the analysis of a project (policy) policy standard to retrospect policy issues scenarios. On the base of policy issues scenarios, to test the policy identified issues’accuracy, following, whether the policy program design is scientific, whether policy evaluation criteria (performance gauge of project implementation) is the appropriateness,ect. Its purpose is to prove whether a project or policy is matched with the policy issues scene, or whether anmeasure of the project results is effective. According to the scene confirm’s logic, this chapter focuses on proving the balanced development of basic education policy standards and their legitimacy argument in Hubei Province. Through analysis and demonstration, the paper argues that the policies of balanced development of basic education in Hubei Province about the three aspects of "education fair value orientation" selection,"balanced development" and "phased levels propulsion" stage target determined are legitimate on the whole. However, it should be noted that the resource allocation balancing is a key to the balanced development of basic education, but not all. Compared with the ultimate goal of the "all-round and balanced development of the people", it is only a means. Therefore, student-centered and promoting deep-seated balanced are the ways to further promote the balanced development of basic education.Chapter4:Social demonstration-costs and benefits of the balanced development of basic education. The main task of the social demonstration is to show that the policy objectives provide value for the existing social arrangements, and the concrete analysis method is the law of costs and benefits. This chapter focuses on the financial cost of the process in the basic education development (the basic education expenditures) in Hubei Province in recent years. And statistical analysis of the results show that:on the one hand, Hubei financial fund for basic education development has a yearly-growth trend, a significant improvement in the allocation of state of the rural and city, even a advantage of the situation in rural areas some years. On the other hand, funding for basic education expenditures and economic development is still in the uneven state,the prominent is that the basic education funding growth rate is lower than the economic growth rate. From the revenue perspective, education revenue is cyclical, hidden and can not use monetary or entity to measure, so the characteristics of basic education’s balanced development gains are difficult to empirical investigate. However, it is very important to improve the overall level of labor, promote scientific and technological innovation and economic development, and promote the free and comprehensive development of human spiritual civilization heritage, especially in resolving social contradictions caused by uneven obvious.Chapter5:Social choice-the ideology function of balanced development of basic education. The question that to be answered in Fisher’s policy evaluation method in social choice is:whetner (what constitute the social order) the basic philosophy or ideology of the organization provides a reasonable basis for the solution of the conflict? This problem can be turned understood that what ideology should be based on the need to address policy issues. This chapter reckon that, strengthening social construction is an important task for the party and government at all levels in the current and coming period, and the goal of the social construction demands is harmony. The philosophy and the pursuit of a harmonious society is an important ideological basis for solving the problem of uneven development of basic education in China. Hubei Province promotes the equalization of basic education in the development of policy and practice to be able to effectively promote educational equity and social justice, and ultimately makes positive contribution to the harmonious and orderly society.Part III:Conclusion-the re-optimization of balanced development of basic education policy in Hubei Province. This section makes a brief review of the practice of the balanced development of basic education in Hubei Province, introducing the latest developments in the field and the successful experience, focused on the re-optimization of the policy of balanced development of basic education in Hubei Province. Overall, in Hubei Province, the balanced development of basic education policy is reasonably practicable, and also produces good practical results. But it is undeniable that both policy goals and policy implementations in Hubei Province, the balanced development of basic education policy still exists large re-optimization space. In the process to promote quality equalization basic education in the future, the policy re-optimization is important themes that can not be ignored.The end-result of the policy evaluation is to view the current policy. The original intention of this paper is also to seek objective view of the purpose about balanced development of basic education policy in Hubei Province, and provide the directional selection for the re-optimization of balanced development of basic education policy in Hubei Province. Because of this original intention, this paper selects the Fischer’s policy assessment framework as an analytical tool, and by the combine of "scientific" empiricism analysis and specification method, to draw rigorous scientific objective and fair conclusion. Although the results of the method’s use are far from perfect, taking Fisher’s policy evaluation as an analytical tool and its requirements about two aspects from the quantitative analysis and qualitative analysis is relatively rare to the assessment of a public policy research. Meanwhile, this paper’s research object is the balanced development of basic education policy, and selects Hubei Province as a case for specialized research. Therefore, both the method of utilization and research content are outstanding innovations. Unfortunately, the auther’s energy is very limited due to the busy work, and there maybe some deviations in understanding the Fisher’s policy assessment framework, and many other various factors all limit to obtain the ideal results. So only to put the work perfecting this argument in the plan of learning and researching the future. At the same time, hoping this paper can attract more scholars to study, in order to promote the research to realize the great-leap-forward development in this area.
