Education equality of compulsory is an important institutional basis to protectthe people’s livelihood. In China current compulsory education system, from theurban and rural poles, weak and backward pole in the countryside. Compulsoryeducation in rural areas has become a contradiction of the coordinated development ofurban and rural as a global problem. Taking the construction of rural compulsoryeducation system as the key and breakthrough, realize the equalization of compulsoryeducation is to solve the problem of "key", is an inevitable strategic choice of therational government. Quick release completely in Chinese sustained and steadyeconomic growth and rural basic education demand background, the compulsoryeducation equalization has to be feasible and necessary.In this paper, welfare economics, agricultural economics, public economics andnew institutional economics as the theoretical basis, in-depth analysis of the roots andinfluencing factors of non China equalization of urban and rural compulsoryeducation, innovation of supply system, institutional environment, institutionalchange and institutional research of the rural compulsory education system analysismethod, comparative analysis the difference of compulsory education supply system,the level and efficiency between urban and rural areas, system changes and systemevolution of rural compulsory education with the historical analysis method,combined with the empirical analysis of the factors of quantity factor method ofcompulsory education in rural areas, lack of efficiency.In this paper, according to the logic clue: one, introduce the research background,significance and research status, problem definition and related concepts, explains theresearch ideas, contents, objectives and methods and the innovation and deficiency.Two, analyze the history and the present situation of compulsory education system,the biggest problem existing in the compulsory education system is not equal tosupply in urban and rural areas. Three, the unequal compulsory education forempirical research, based on the statistical data shows that the compulsory educationin urban and rural supply of inequality. Four, analysis of the causes of unequalcompulsory education is the lag of innovation of rural compulsory education systemof the irrationality of the initial institutional arrangements and the reform and openingup, affecting factor is the institutional environmental factors and institutional change.Five, the general rules of the evolution system of foreign compulsory education in rural areas, to provide "Outside the Box for institutional innovation of ruralcompulsory education". Six, put forward the equalization of the compulsory educationsystem and realize the system of compulsory education, the innovation of the rural.This paper mainly expounds the following views: first, people’s demand for basiceducation is the same, equal supply equal significance is the essence of urban andrural compulsory education; two, unequal to the farmer’s unfair, realize the educationequalization duty must take rural compulsory education as the key point breakthrough;three, non compulsory education equality is the source of innovation of system afterthe reform and opening up the rural compulsory education system has no substantial;four, government investment should be focused on rural compulsory education, toensure the livelihood of the public products. Only in this way, can we improve theliving standards of farmers, promoting sustainable development in rural areas, toprovide a reliable basis for lightening the burden of peasants, increase the income offarmers.
