As the foundation of the whole national education system and the most basic public good,the equalization of compulsory education between urban and rural areas is of great significance to promoting educational fairness and social justice,At the same time,it will also inject lasting internal impetus into rural revitalization,The equality of compulsory education between urban and rural areas determines the national progress and the future of the nation,and it is also an urgent requirement for realizing the historical mission of the great rejuvenation of the Chinese nation.After years of continuous reform and development,Chinese compulsory education has made great progress and the remarkable achievements,However,there is still a gap between urban and rural areas in educational funds,teachers,conditions for running schools and educational achievements.This paper takes the relevant statistical data of31 provinces and cities in China from 2011 to 2020 as the research sample to construct the evaluation index system of equalization of urban and rural compulsory education,With the help of Theil Index,the current situation of urban and rural compulsory education is evenly analyzed in detail,and the influence mechanism of the equalization between urban and rural compulsory education is qualitatively analyzed,At the same time,the panel data model is used for empirical testing,and finally the countermeasures and suggestions are put forward to promote the equalization of compulsory education in urban and rural areas in China.This paper consists of the following six chapters: The first chapter mainly summarizes the research backdrop and meaning of the article,summarizes the literature on the equalization of urban and rural compulsory education at home and abroad,briefly introduces the research content and method of the article,and points out the innovation and shortcomings of the article.Chapter The second chapter explains the relevant concepts and theories of equalization of urban and rural compulsory education,and analyzes the internal influence mechanism of equalization of compulsory education in urban and rural areas from four aspects: financial decentralization,financial transfer payment,education policy preference and economic development level.The third chapter constructs the equalization evaluation index system of urban and rural compulsory education,and analyzes the status quo of the equalization level of input and output of urban and rural compulsory education with the help of Theil Index.Chapter IV tests the influence of various factors on the gap of compulsory education service through panel data model.Chapter V puts forward policy suggestions to promote the equalization of compulsory education in urban and rural areas.The sixth part from the research conclusion and outlook,the article made a summary and outlook.The research conclusions of this paper are as follows: First,the current situation analysis results.First,unfair investment in free and compulsory education between town and country areas.Urban and rural per student education fund is not equal,urban education fund has been higher than rural teachers,urban and rural teachers are heavier than rural teachers,urban teachers teaching burden is higher than rural teachers.secondly,the output gap between town and country free and compulsory education is obvious.In the past decade,the graduation rate of graduates、the number of students in ten thousand 、 ten thousand graduates in urban areas all have been higher than that in rural areas,and the gap between urban and rural areas is very obvious.Second,the empirical analysis results.The per capita transfer payment and policy preference for compulsory education play a promoting role in narrowing the gap between urban and rural compulsory education services in China,and the decentralization of fiscal expenditure and the ratio of per capita disposable income of urban and rural residents have a restraining effect on narrowing the gap between urban and rural compulsory education services in China.Therefore,according to the research conclusion of the article,put improve the system of fiscal decentralization,perfecting the compulsory education transfer payment system,reform the cadre performance appraisal mechanism,accelerate the overall urban and rural economic development,to narrow the gap between urban and rural compulsory education services,improve the level of equalization,and then achieve the balanced development of compulsory education between town and country areas.
