| Recruitment of college students is an important measure for the Party and the State, which focus on speeding up the construction of national defense and military modernization to promote the implementation of talent strong army a nd build a strong army through science and technology, and also is the interna l requirement of improving the quality of troops. Fujian province, responded p ositively to the call of the State Council and the Central Military Commission,has developed a series of preferential policies to encourage college students t o apply for the army. Nearly ten years of practice shows that the implementati on of preferential policies improve the college students ’ recruitment levels and stimulate the enthusiasm of the students actively engaged camp, and then pro mote the implementation of college student recruitment policies. However, for various reasons, at this stage in the implementation of the policy in practice th ere have been some new issues and problems affecting the effective implement ation of the policy.Taking fujian province as an example, based on data collection, questionnaire,interview, research methods, using the Smith model to combine theory and empirical analysis, Fujian province University students recruitment policy implementation is analyzed in four dimensions from the policy itself, the subject of policy implementation, policy target groups, policy implementation and environmental analysis. Through research, several problems are found in policy implementation process such as supporting measures not perfect, organization institutions not sound,target groups more concentrated on high vocational college, no enough publicity attention. All due to fuzziness and limitations of policy itself, no reasonable policy implementation subject of structure and implementation capacity insufficient, target groups of character features and low policy of satisfaction degrees, and restricted environment factors. On this basis, this article attempts to put forward measures to solve the problems,namely perfect the policy; improve the whole quality of the main body of the policy implementation and norm the process of policy executionprocedures; positively promote and guide to improve the identity of the policy for target group; construct a good policy environment and strengthen the supervision function of the actuator. All this aim to improve the efficiency of public policy implementation, and ensure the achievement of policy objectives. |
