Research On Human Resources Development Of Basic Level Public Security In Dong’e

The theme of the Third Plenary Session of 18 holding by the Communist Party of China is "comprehensive deepening of reform" and the overall goal is to improve and develop the socialist system with Chinese characteristics, promote the modernization of national governance systems and governance capacity. The theme of the Fourth Plenary Session of 18 is "rule of law" and the total goal is construction of system of socialist rule of law and the rule of law. In the two plenary meetings with a clear and profound themes, a clear framework was built in the national governance and the firm direction was pointed out. When the top level design of the reform begun blueprint, crossing the river by feeling the stones certainly will be conducted accordingly and development of human resources is endowed with the new meaning of the times especially in people-oriented administrative concept.The thesis, explores Dong’e public security as the research object, focus on the development of human resources as the main line of the carrier and try to make innovations in the following aspects under the background of times on the rule of law and the new environment: with reference to the management and the administration theory, on the basis of its own characteristics of the human resources of the public security departments at the grass-roots level, combined with human resource development theory and methods of the existing research and the specific requirements of rule of law in the new environment of public security work, according to elaborating the importance of human resources development of public security organs, analysis of the present situation of the current public human resource utilization, existing problems of deep-seated reasons analysis and how to explore and do research on development of working ideas.The study is from the view of Dong’e public security of current situation of human resource development to analyze the existing problems, and puts forward constructive countermeasures from the aspects of establishing human resource development system platform, the allocation of human resources, education and training of human resource and the safeguard measures. This has a strong theoretical value and practical significance in creating a high quality Dong’e public security team, improving the efficiency of Dong’e public security work, the construction of the rule of law and public security, to build a peaceful Dong’e. In the current circumstance, the conclusion about that how to effectively develop human resources of public in Dong’e county, through the comprehensive analysis is obtained:(1) Establishing police human resources development system platform of Dong’e, and orderly developing each links of physiology, psychology, ideological and moral quality, professional ability.(2) Formulating scientific and reasonable police human resource allocation system and police force standard of Dong’e, and strengthening interflow within public security police officers.(3) Implementing the overall education of public security of Dong’e according to the main line of public security.(4) Strengthening omnibearing public security measures of Dong’e from the material security, rights protection, health care investment protection, and preferential police and so on. All policies about the livelihood of the police should be implemented as soon as possible, and the "occupation plateau" of Dong’e public should be emphatically solved.
