The disabled group, because of the defects in physical or psychological, has long been excluded from the scope of social human resources. The old view thinks that disabled people would be the heavy burden of the society and based on the view, disabled people are often faced with poverty, discrimination and other issues. In fact, from the point of view of human resources management, the disabled group as long as have certain ability to work or work potential, the same shall be deemed to be valuable human resources. The key link as well as the ultimate goal in human resources development, is to achieve high levels of employment for the disabled. With the development of social economy and the increasing progress undertakings for disabled persons, more and more disabled people hope to realize the value of life via being employed. The human resources development of the disabled groups could not only ease the lack of human resources caused by aging population, but also improve the lives of disabled people and promote the disabled into the mainstream society actively. Moreover, it can promote social fairness and justice, and realize the reform achievements shared by all the people.Tibet is the southwest region as well as the minority autonomous region of our country. The undertakings for disabled persons are directly related to the prosperity and stability of the region. According to the results of the second national handicapped person sampling survey, Tibet, there are all kinds of disabled people around 197000, and 90% of the disabled still have labor ability or potential of labor. For the sparsely populated Tibetan region, the Labor resources play an important role to economic development. It will be a huge waste if this part of the human resources is idle. Therefore, the positive development of human resources for the disabled, to realize full employment for the disabled for social and economic development of Tibet, is a necessary path selection. It is an important period to build all-round well-off society, so improving life and promoting the employment for the disabled is an important subject.This article combines several researching methods such as the literature analysis, comparative study and so on. From the Angle of human resource development, the thesis studies the basic situation of the disabled people in Tibet, and analyses the existing problems in the employment. The study of the domestic and foreign research on undertakings for disabled persons and statistics would provide scientific theory basis for this study. Through the research on influencing factors of employment for the disabled, combined with domestic and foreign experience in promoting the disabled employment, the thesis comes up with some countermeasures and Suggestions. The study aims to advocate the establishment of a new concept—regard the disabled as a part of the human resources development, to draw great attention of governments at all levels of employment for the disabled, and to combine with the social powers to promote the development of undertakings for disabled persons. |
