The realization of effective employment for disabled people can make thisspecial group to fully develop their human resource value, help them to realizesocialization and all-round development. Eventually, our employment system will bemore harmoniously, fairly and sustainable. China has more than eighty-five millionsdisabled people, which equivalent to a medium-sized country’s population. Thisnumber makes China become a country with the most disabled people in the world.Employment is not only the basis of people’s livelihood, but also the bridge and linkwhich let the disabled fully integrate into the society. Therefore, effectively developthe human resources and realize the full employment for the disabled will be one ofthe effective ways to solve their security problems. This article will discuss theproblem of employment security for the disabled from the perspective of humanresource development based on the analysis of the current disabled employmentsituation. This is a breakthrough of the traditional perspective which focuses on theaspect of welfare system of the disabled employment. This article is divided intosix chapters: the first chapter carries on the overall introduction. The secondchapter defines the basic concepts such as disabled persons, human resourcedevelopment and so on, and summarizes the employment security for the disabledunder China’s social policies. The third chapter deeply analyzes the present situationand problems of the employment of the disabled in China, meanwhile summarizesreasons for the disabled in employment and human resources development. The fourthchapter takes Wuchang District of Wuhan City as a case study, carries on the detailedintroduction to the development of human resources measures and experiencein the area of the disabled. The fifth chapter puts forward relevant countermeasuresand proposals on how to further improve China’s disabled human resourcesdevelopment on the basis of the preceded analysis. The sixth chapter is summary andprospect.
