| Employment is the foundation of people’s livelihood,and the right to employment is the core of the human rights of the disabled.In recent years,with the strong promotion of the Party and the state on the cause of the disabled,the living standard and employment situation of the disabled in Hulunbuir have been greatly improved,and the employment security work for the disabled has made great progress.However,with the rapid development of the economy and the rapid updating of the human resource market demand,the requirements for the employment work of the disabled are becoming more and more detailed,The employment security work for the disabled in Hulunbuir still has problems such as the blocking of policy implementation,the lack of incentives to promote the employment of the disabled and enterprises to hire the disabled,and the poor training effect.The employment rate and education level of the disabled still have much room for improvement.In order to further deepen the research on employment security for the disabled in Hulunbuir,the author starts from both theory and practice.On the one hand,he reads a lot of the latest theoretical research results on employment for the disabled,the policies and policies of employment security for the disabled in China,and compares and analyzes advanced typical cases at home and abroad.On the other hand,through practical work,on-the-spot investigation and other ways,we will conscientiously sum up the employment security situation of disabled people in Hulunbuir,understand the actual needs of disabled people and the difficulties encountered by disabled workers in their work,and obtain relevant data of disabled people and employment of disabled people in Hulunbuir,this paper systematically studies the overall situation of employment security for people with disabilities in Hulunbuir.This article consists of five chapters,First of all,referring to the relevant research results at home and abroad in recent years,this paper summarizes the common problems in the employment of the disabled and the countermeasures to solve them;The concept of employment of the disabled are elaborated,the concepts of positive welfare theory and new public service theory on which this document is based and their specific application in the text are explained;Then,analyze the employment situation and employment security status of the disabled in Hulunbuir City,and sort out the implementation of the employment security policy for the disabled in Hulunbuir City in recent years,the measures taken and the results achieved in detail.Based on this,propose the main problems of employment security for the disabled in Hulunbuir City,and analyze the causes of the problems,that is,lack of supporting implementation rules for policies related to employment of persons with disabilities,lack of effective communication and field research between departments,inadequate employment service system for persons with disabilities,lack of linkage mechanism between vocational skills training and employment of persons with disabilities;After that,we learned from the experience of the United States,Australia,the United Kingdom,and Beijing,Shenzhen,and Xiamen in China in terms of employment security for the disabled,and concluded that the above regions have the advantages of attaching importance to policy refinement and innovation,providing accurate and sustainable employment services for the disabled,and linking vocational skills training and employment for the disabled;Finally,the paper puts forward the countermeasures to promote the employment security of the disabled in Hulunbuir City,including:refine and improve the supporting measures for policy implementation,strengthen communication and collaboration among various departments,optimize the service system of employment and entrepreneurship for people with disabilities,and promote the integration of industry and education in vocational education for people with disabilities.I hope that through the research on the above four aspects,we can provide useful theoretical support for the promotion of employment security for the disabled in Hulunbuir City,and better promote the employment of the disabled in Hulunbuir City. |
