Research On Problems And Solutions Of The Supply Of Ruralpublic Product In Government Of Townships

The party’s eighteen clearly put forward the "three rural issues" as the top priority of the party’s work. It is pointed out that the three rural issues are related to 2020 our ability to successfully complete the comprehensive construction of well-off society of the important historical mission. In recent years, the state through the introduction of a number of agricultural policies, effectively promoted the development of agricultural economy. At present, China’s agricultural modernization has begun to take shape, but the problem of the supply of rural public goods is still outstanding, and the factors that affect the rapid development of agricultural economy are not completely eliminated. This paper tries to study the problem of rural public goods supply from the perspective of the township government, and puts forward the countermeasures to solve the problem of rural public goods supply.The author in the equalization of public service, rural public products supply, service type government based on the theory, the combination of theory and practice, case analysis and other methods, L town in X City as an example, systematically analysis the current supply L town, through the several aspects of research, the author thinks that L town in the supply of public goods in rural areas the main problems: scarcity of products, covering small area, supply of the main single, public goods supply mechanism is not perfect and so.In the specific research, this paper is divided into four parts in the arrangement of the structure of the text. The first part of the article analyzes the domestic and international research trends and describes the theoretical basis of rural supply. The second part to the research methods of empirical investigation, combined with status of X City L town government in rural public goods supply, this as a case of systematic analysis of the town government in the supply of products existing problems. The third part of public goods supply reasons are discussed, mainly from the historical point of view, the government’s powers, evaluation mechanism, the traditional supply system were analyzed. The fourth part of township government supply of public goods in rural areas put forward reasonable opinions, the main countermeasures are: first of all, to deepen the reform of the management system of township government, to realize the balance of financial and administrative powers, secondly, to improve the public finance system again development rural public product supply of diversification, and establishment of a new type of rural public goods supply mechanism, specification of the township government administrative behavior, finally, constructing the township government supply of rural public products supervision system.
