Study On The Problem Of The Township Governments Supplying Public Goods

The effective supply of public goods from the township governments can preventand reduce the risk of agricultural production and promote the production of private products toupgrade the quality and standard of township residents lives and finally narrow the gap of ruralareas and urban society.So, it is very important to the development of Chinese ruralcommunity.But as the main supply subject of public goods, the townshipgovernments have many problems in its supply capacity and supply system andmany aspects, so they cannot meet the development demand of our rural community.The contradiction between the increasing public demands of township residents andthe lagging social production and service of township governments is increasinglyprominent.This problem will exist for a long period of time and will influence thecoordinated development of our urban and rural society.Therefore, to explore theeffective ways of lifting the supply capacity of the township governments is theproblem that we should deal with at present.At present,our township government has many problems in four aspects, whichare supply subject、supply object、supply content and supply mode, during its processof supplying public goods. These problems are the unclear responsibilities of supplysubjects、the lack of effective requirements expression mechanism、the unevensupply of public goods between urban and rural areas、insufficient supply numberand the irrational of supply structure and so on.Finally, to solve these problems, onthe one hand, we should establish the diversified supply system with the governmentas the core to shape the multiple supply subjects;on the other hand,we should perfectthe requirements expression mechanism of the public goods supply from thetownship government to provide an express platform for the supplyobjects;simultaneously,we should also establish the democratic decision-making mechanism for the township governments to supply public goods to upgrade therationality of supply meaning;finally, we should sound the institutional safeguards toensure the accurate application of multiple supply methods.Lift the supply andservice public goods capacity of Chinese township governments through variousefforts.
