Problems And Countermeasures Of The Construction Of Voluntary Service System In China

Since 1990 s, voluntary service in China has developed rapidly, the function of voluntary service improved continuously among the social area because of the increasing amounts of voluntary service groups and growing service coverage. However, some problems are existing during the development of voluntary service. In particular, the shortage of system construction severely restricts the progression of voluntary service. Strengthen the system construction of will guarantees the rights of service principal, improves the service quality and promotes the development of voluntary service. This study proceeds from the current situation of voluntary service in China, uses literature research method and comparative analysis method to find out and make cause analysis of the existing problems in the progression of voluntary service. What’s more, it explores paths to perfect China voluntary service by learning experience from foreign countries in this field.The paper is presented by five parts: the first part is the "Introduction", it mainly introduces the background when the question proposed, argues the paper research significance, summarizes related articles of voluntary service system in recent years, explains research thinking, methods and innovative content of the paper. Next, the paper outlines voluntary service: it makes detailed definition of volunteer, voluntary service, voluntary organization and voluntary service system, sums up the feature and types of voluntary service, analyzes Voluntary Failure Theory and Maslow’s hierarchy of needs. Then it finds out and make cause analysis of the existing problem in China voluntary service. After that, it makes experience analysis and summary on relatively well-developed voluntary system construction such as America, Germany and Singapore to enlighten us on China voluntary service system construction. At last, it presents solutions based on the existing problems in China voluntary service to perfect the system construction from the aspects of training, registration, stimulation, service assurance combining the experience from foreign countries.
