The Research Of Government Function In Urban Community

Government function as a summary of government activities belongs to the superstructure system. It reflects the government "what should do", "what can do", "how to do" and other theoretical and practical problems. Urban community governance is kind of community public affairs activities, which meet the demand of community public interest. And urban community governance also reflects the socialization of public service, and its public property decides that it is an important part of government responsibilities. For a long time, the government community governance is in the mode of "Government Leading" or neglected status. With the development of market economy and the improvement of local governance ability, urban community governance presents the characteristics of diversification and multi-agent, which puts forward the new requirements to government function. Western countries began to focus on community governance since the 1970’s, and break the monopoly mode of public service supply gradually, which open the era of government function reform. Driven in such a background, our country also made some positive explorations. Local governments began to explore urban community governance mode, which is suitable for China’s conditions and practice.The government of Zhejiang province positively carries out the sprit of promoting the modernization of national governance system and the ability, which was promoted in the third plenary session of the 18. Then launched the policy of "Three net, One list" in 2014, especially the government power list which aimed at clarifying the offside and absence actions and the network of government service, which take convenient service as its main goal, proposed new requirements to government’s urban community governance.Jinhua city is an important region of well-off society and service-oriented government building in Zhejiang province. But Jinhua’s community practice started late and until 2000, Jinhua government began the system and policy exploration. Although the development time is shorter, but during the more than ten years’ development, its community construction level has been improved largely, no matter the size of the community or organization structure. Especially the Nanyuan community’s "government - community -residents" pattern and Shanshui Renjia community’s "residents - community - the government "mode, provides a new visual angle, has the typical and representative of research. Based on this, the article, which takes Jinhua government’s community governance practice as an example should be more typical.Based on the new public service theory and governance theory, the article take the case study of Jinhua city as the breakthrough point, and the content is divided into five parts. The first part, mainly give some definitions of urban community governance and the functions of the government. The second part, carding the community governance results of Jinhua city community governance, and take the Nanyuan community "party committee leading" mode and the Shanshui Renjia community autonomy practices as example, lead us to explore the problem of government functions in community governance area. The third part, based on the current situation of Jinhua community governance, attempts to propose the target and analysis dimensions of government functions in the community governance. The fourth part mainly analyzes the phenomenon of "offside", "absence", "misplace" in community governance. The fifth part mainly analyzes the possible causes of problems. The sixth part mainly puts forward some countermeasures and suggestions aiming the problems.
