Study On The Transformation Of Government Functions In The Urban Village Reconstruction In Zhoudian Street,Tai’an City

The Fifth Plenary Session of the 19 th CPC Central Committee adopted the CPC Central Committee’s Proposal on formulating the 14 th Five-Year Plan for National Economic and Social Development and the Long-term Goals for 2035,making important arrangements for accelerating the transformation of government functions.The reconstruction of urban villages involves various stakeholders(the government,developers and the masses),among which the local government often plays the leading role to balance the relationship between the three parties,so as to promote economic and social development,improve the living environment,maintain social equity and justice and effectively guarantee people’s livelihood.As socialism with Chinese characteristics has entered a new era,new situations and new tasks have put higher demands on the work of the government.The principal contradiction facing Chinese society has evolved into one between unbalanced and inadequate development and the people’s ever-growing needs for a better life.The people have new expectations for a better life.This requires that we give higher priority to accelerating the transformation of government functions,adhere to a people-centered development philosophy,constantly improve government services,and create a favorable environment for development.Through visiting and investigating,this paper has grasped the general situation of the transformation of urban villages in the past ten years,and combined with the new requirements of the new era,analyzed the practice of Zhoudian Street in Taian when it just started the transformation of urban villages,as well as the path of functional transformation initially explored in the transformation of urban villages in the past two years.By analyzing the role of the government in the transformation of urban villages and the existing problems,we can provide reference countermeasures and suggestions for the transformation of local government functions in the process of the transformation of urban villages.The writing of this paper uses the new public management theory and the new public service theory,uses the literature research method,case analysis method and questionnaire survey method to comprehensively grasp the basic situation of the transformation of urban villages in Zhoudian Street.There are five major parts in this paper,and the main part is the second,third and fourth parts.The second part mainly analyzes the current situation of government functions in the transformation of urban villages in Zhoudian Street,and expounds that the government should play the functions of decision-making,guidance,supervision and social public service in the transformation of urban villages.The third part first discusses the problems existing in the government’s function,mainly including three aspects: incomplete decision-making function,inadequate supervision function,and inadequate public service function.Then it analyzes the reasons,mainly including that the government departments have not really changed from "official oriented" to "people-oriented" in concept,the realization of the basic functions of the government departments has not changed from management to service,the government has not really changed to simplification Efficient government.The fourth part is the analysis of the reasons in the third part,and the effective ways of the transformation of government functions are obtained,mainly including paying attention to the exertion of decision-making and guiding functions in the early stage of the transformation,democratic supervision and democratic decision-making in the transformation process,and paying attention to the supply of public services and public products after the transformation.This article takes the transformation of villages in cities as the background,and all parts are closely linked.It proposes an effective way to transform the government functions in the transformation of villages in cities,so that the government functions can conform to the trend of the times,change effectively in time,and truly become a service-oriented government that the people are satisfied.
