Analysis On The Cooperative Supply Of Urban Aged-Care Service From Government And Social Organization

As a developing country that has entered the aging society earlier, China is facing increasingly serious aging problems. It has become a high-profile topic that how the government provides pension supplying of high quality and efficient services. In 2000, Ministry of Civil Affairs first proposed the idea of the social welfare office and gradually put forward the introduction of the "State Council on Accelerating the development of pension service industry", "the State Council guidance on government procurement of services to the social forces" and other series of documents to actively promote socialization process of pension. At the same time, after the Reform and Opening up, civil society organizations flourish, especially in the field of care services for older age groups, which becomes an important supplying body of the social old-age service systems with its prominent advantage, non-profit characteristics and public service mission.Although the practice of government and social organizations to supply the city pension service has achieved some success, winning the recognition of theory fields at home and abroad. However, this model is still at the stage of exploration, which has many problems during the process of cooperation, such as the network of city pension service supply, in which the inconsistent main objectives of governance and action paralyzes the network, the lack of communication causes the failure of network and the unclear definition of responsibilities between services and the main service lead to lack of supervision. All these factors have a bad effect on increasing the effectiveness of supply of city pension service cooperation. Therefore, this article intends to use the network governance theory as an analytical tool, taking "happy home" cooperation projects case studies in Jinan for example, focusing on several aspects of system design, communication and coordination, capacity building, government responsibility system and security mechanisms to analyze and discuss how to optimize the effectiveness of city pension service supply cooperation in order to provide a reference for improving the city pension service system.
