Community Grid Management Pattern Research

Great changes have happened to Chinese social structure and the management system in transformation period. Community grid management pattern stands out from the crowd in the present social governance innovation, and gradually evolved into "Multi-agent Participation" of community governance mode. Based on the theory of state and society, taking Jinan Y community as a case, we give a description of this mode. Then we outline the characteristics and functions, so the Analysis of the existing problems can be given. At last, suggestions are put forward. At the end of this essay, we discuss relevant questions about "the development of NGO" "residents’participation" as well as "the generalizability and sustainability". We hope we can provide some useful suggestions for the involution of social governance system.The research found that the Community grid governance model in Y has the "meticulous management, comprehensive coverage", "pay attention to the construction of community culture", "introduction of modern management philosophy," "the highlighted role of the elite", "openness" and other features.It has "strengthen community identity, to build a new neighborhood", "build community NGOs’ development platform," "promote community participation, to build the new public governance" and "the promotion of community-based integration" and other effects, but also with " implementation underpowered "," shortage of staff, the overall quality of the staff needs to be improved "," lack of modern information technology "and" lack of mature community problem-solving mechanism "and other issues. On this basis, the paper proposes a "reasonable staffing, and constantly improve their own quality," "improve community NGOs’viability," "multi-form extensive mobilization of community participation " and "strengthening of modern information technology, building intelligence community "and other measures to improve community governance model grid.Grid governance model not only affects the "community governance" itself, but also "state-society relationship" and "civil society organizations", "community participation" and other major issues. Y community residents’independence, and the transform of community committees functions and ways of working,as well as the development of NGO don’t mean "Empowering people".The grid pattern of governance is still under the country’s mobilization.
