| Administrative power under the sunshine is good for building a probity and high efficiency government. Comprehensively promote administrative power in operation online to construct a new operation mechanism of power is the inherent requirement of market economy development and the objective requirement of embodiment of socialist democracy. It is also the important guarantee of people’s right to know, right to participate, right of option and right of supervision, and is beneficial to promote the system construction of corruption punishment and prevention. It can strengthen preventing corruption from the source, innovate the public service management, improve the work efficiency and optimize the development environment.This research is based on the humanistic methodology, collects data by key informant interviews, questionnaire survey and second-hand information, and adopts literature analysis, case study, comparative analysis, and induction and deduction, etc, to study Chengdu municipal administrative power in operation online for qualitative research. After research and analysis, it find that the work of Chengdu Municipal administrative power in operation online has achieved outstanding results, for example that makes the boundary of government power more clearly, administrative efficiency promoted, public service more convenient, and incorruptness more effective. But there are still some shortcomings such as the scope of open administrative power online is not enough, the method of which needs to be improved, and the catalogues are not accurate, the conformable degree of administrative power operation platform is insufficient, and the integration of E-government to administrative power is not enough, and so on.Promoting administrative power in operation online is a new innovative work, there is no ready-made mode for reference, it is necessary to improve the measures and level. This thesis analyzes the reason of problems which found in research, and then put forward suggestions in three aspects, targeting in perfecting the legal system, building a good governmental environment, integrating the information resources, offering multiple services, improving the supervision mechanism, and establishing a long-run effective mechanism. |
