| With the continuous enhancement of my country’s economic strength,the country’s governance system and modern governance capabilities are also constantly advancing.Under the background of new media,the construction of the government service system of local governments has also made great achievements.The construction of the open operation mechanism of government affairs plays an important role in promoting socialist democratic politics and building a service-oriented government.On the one hand,local governments are the implementers and executors of various national policies;on the other hand,the openness of local government affairs is helpful for the public to accurately understand policies and give feedback.Therefore,the construction of the open operation mechanism of local government affairs will help to shape the government’s image and enhance its credibility.This paper takes Wenzhou City as an example to deeply discuss the current situation and countermeasures of the operation mechanism of the local government’s government affairs disclosure.This paper is mainly divided into six parts.The first part is the introduction,which briefly discusses the background of the topic selection,research significance,domestic and foreign research review,research ideas and research methods,as well as the innovations and shortcomings of this paper.The second part is the interpretation of related concepts and theories,including the definition of concepts,the theoretical basis and the enlightenment of the above theories to the research of the thesis.The third part is the analysis of the current situation of the openness of Wenzhou municipal affairs.First,it summarizes the basic situation of Wenzhou municipal affairs disclosure,and then analyzes the basic procedures and methods of Wenzhou municipal affairs disclosure and the results of Wenzhou municipal affairs disclosure.The fourth part is the analysis of the problems and causes of the open operation mechanism of Wenzhou municipal affairs.In terms of the problems existing in the open operation mechanism of Wenzhou municipal affairs,the main problems are that the legal system of open government affairs is not perfect,the supervision mechanism of open government affairs is not perfect,and the responsibility of open government affairs is not perfect.The system is imperfect,the cadre team is built,and the institutional orientation is imperfect.The reasons include insufficient attention from functional departments,mostly mere formality of supervision and mechanisms,many departments involved in management and responsibilities,and insufficient guarantee of talent and capital base.The fifth part is the path selection of optimizing the operation mechanism of local government affairs openness: including changing the legal concept and grasping the frontier position of new media;Perfect supervision mechanism,construct multi-dimensional network supervision;Build a platform to improve the accountability system for government affairs openness;We will strengthen infrastructure and improve the mechanism for ensuring openness in government affairs.The sixth part is the conclusion,summarizing the full text. |
