China is in an important period of economic transformation and social transformation, the political, economic and cultural development and reform, many factors of instability, the frequent occurrence of public crisis has seriously threatened the stability and development of our personal security and social life. As the main body of public crisis management, the government plays a leading role. However, due to the modern public crisis, the characteristics of diversity, complexity, universality and sudden, only government agencies can not make timely and effective treatment of crisis in a short time. Therefore, the government should absorb the resources and strength of the whole society, from the government to the single main body of public crisis management mode to the multi agent cooperation governance model of governance. In recent years, NGO as a social organization independent of the government and enterprises, the important status of the representatives of civil society to join. It has the spirit of public welfare, advocates the concept of altruism, the pursuit of public interest, with positive social practice has been rapid development. However, due to the limitations of NGO’s own development conditions and the lack of government cooperation experience, the effect of NGO and government cooperation in public crisis management is not very ideal.Therefore, the research of this paper is mainly divided into six parts:The first chapter, the introduction mainly introduces the research background and significance of the government and NGO cooperation in the public crisis management, and puts forward the importance of cooperation between the government and NGO. Through the collection and collation of all kinds of domestic and international literature, the research status of public crisis management at home and abroad and the research status of the cooperation between government and NGO are compared. And using the case study method and system research method, the research on the cooperation between the government and the NGO in our country.The second chapter, mainly through the public crisis, public crisis management, NGO and other related concepts of specific discussion and definition, and to market failure, government failure, voluntary failure, governance and good governance theory, for the public crisis in the government and NGO cooperation.In the third chapter, the necessity of government and NGO cooperation is demonstrated by the government and NGO cooperation in the public crisis response. The paper expounds that the effective cooperation between the government and NGO can reduce the risk of crisis, accelerate the spread of crisis information, improve the efficiency of public crisis and provide sufficient funds to guarantee the positive significance.In the fourth chapter, we study the basic situation of Ya’an County in Lushan City, Sichuan Province, through the case study and analysis, and find out the cooperation between government and NGO in the public crisis management.The fifth chapter, combined with the above analysis of the causes of the cooperation between the government and the NGO in China, puts forward the corresponding To improve the legal system of NGO, to construct the information communication mechanism of government and NGO cooperation, including the establishment of public crisis Internet information sharing system and clear information disclosure system, the government functions, the establishment of equal and complementary partnership, establish the coordination mechanism between government and NGO, strengthen cooperation with international NGO and strengthen the construction of NGO brand ".In the sixth chapter, the research content of this paper is summarized, and the lack of relevant accurate data is presented in this paper.
