The frequency of occurrence on public crises is increasing in today’s society, the extent of the harm of the event is to deepen and the scope of influence is expanding, all countries are trying to find ways of prevention and solution on public crises. In recent years, public crises often occur in China, which put forward a serious challenge for the transition of the Chinese government, so as to the ability of the government to deal with public crises. For the phenomenon of government failure in dealing with public crisis, the Chinese government are aware of the necessity and importance of cooperating with the NGO. In this context, the study of these issues undoubtedly has important practical significance.This article consists of three parts in addition to the introduction.The first part introduces the fundamental basis for government and NGO cooperation in the governance of public crisis, respectively, from the three aspects of both the need for cooperation, possibilities and positive interpretation. The particularity of the public crisis management, lack of governmental function in public crisis management and the functional advantages of NGO decide the need for cooperation between the two; Governance theory, third-party governance theory and resource dependency theory shows the possibility of the cooperation; Government and NGO seek spatial development that provide a realistic basis for bilateral cooperation. The positive significance of this cooperation is reflected in four aspects to reduce the risk of crisis, accelerate the speed of information dissemination, improve the efficiency of crisis response, and provide adequate material support.The second section study the case of Wenchuan earthquake. This part analyze the problems of cooperation and deeper reasons from NGO identity, government and NGO communication, conflict of management system, lack of continuity in cooperation and lack of social recognition.The third part find out the strategies and methods to solve the problem. The proposed six measures are:Reforming the registration system to enable NGO to obtain legal status; Improving the legal system of public crisis management to protect the cooperation within the institutional framework; Improve the information exchange mechanism to ensure the crisis in information sharing; Coordinating each organizational structure and management methods to achieve the goals of cooperation; To establish equality and complementary partnership so as to the smooth implementation of pluralistic governance.
