The Research On The Mutual Aid Home Care Service Of Rural Community

With the rapid development of industrialization and urbanization, China has gradually entered the aging society. The results of the sixth census showed that the population of China’s rural population is growing rapidly. In this context, the phenomenon of rural society’s aging has aroused public concern about the problem of rural old-age. The eighteen report of the CPC pointed out that the solution to the problem of rural old-age pension is the key to solve the problem of China’s pension. In the current study, academic circles generally believe that a large number of rural youth labor flow to cities, making the rural appear a large number of "empty nesters, causing higher rural aging degree. Family and institutional pension can not meet the needs of the rural pension, home care is likely to be the future development trend of rural pension. However, most of the research on the rural home care are concentrated on the "demand type" and "necessity" of rural home care in the system and policy, lacking of empirical research. In this paper, we try to take the rural community of Jiangsu as an example, to carry out the research on the rural community mutual assistance in home care services, in order to enrich the rural community home care research.In this paper, we study the mode of mutual assistance in S village. The writer analyzed two mutual home care services’ running form, which were day care service and "one help service" and pointed out that the government could help achieve cooperation behavior by built platform and the government purchase. The paper expounded mutual help content between the elderly from the supply and demand aspect of pension service. The analysis showed that the mutual support service had the characteristics of low cost operation, that was worth promoting. However, mutual aid type of home care services also had some defects, such as that service quality was difficult to ensure, small coverage and that elderly servers’ enthusiasm was not high. And then the paper listed the main reasons of those problem,which were that the government finance support was not in place, the defect of the subsidy system and the lack of professional personnel. Therefore this article promoted the optimization path from three dimensions which were the strengthening of the old human resources development, the transformation of government role and the absorption of social forces. The research founded that the form of this kind of home care service needed three main points: firstly, a certain amount of "human capital"; secondly, the multiplex need of the elderly; thirdly, the needs of government’s moderate intervention.
