Research On The Government Functional Authority In The Duty Of College Students’ Employment

Employment means much to people, and it pertains not only to the development of the society and economy of China, but also to the harmony and stability of society. The employment, especially that of college students, is being attached more importance to by the government and country.The enlarged admission of university has popularized the elite education. The employment policy for college graduates is still changing, therefore the government is playing different roles in different periods---- in the period of “turnkey unified”, the government controlled the flow of talent; in the period of two-way choice, the country guided the employment; and now, in the period of self-employment, the government left it market-oriented. But for the moment, the period for college graduates entering the job market regularly and orderly hasn’t come, because the marketization for the self-employment of college graduates cannot meet their needs and market-oriented employment policy cannot solve all the problems of college graduates. The major problems of employment for college graduates are as follows: the great number of college graduates; unbalanced supply and demand; unbalanced employment structure, such as unbalanced region, unbalance major, and unbalanced hierarchy and imperfect employment market. Under this case, the most effective way for the government to solve the problem is to improve functions and play a role in the employment process.Abstracted from Keynes employment, government failure theory and the theory of western employment market failure of the government and supported by the public service theory, the concept of modern government and the development of the theory of government function in our country, government in college students’ employment specific functions are summarized: perfecting legislation, the legal rights of employment, safeguard residents improved or abolish hinder college students employment policy and regulations, through the adjustment to realize legal mechanism of university students’ employment, Implementing supervision.The article is composed of three parts: introduction, text and conclusion. The Introduction part shows a brief introduction of the chosen topic, its significance the present study and research at home and abroad and research methods. The text is divided into three parts: the first part is mainly based on the current employment situation of university students and relevant employment theory, the interpretation of government functions of the new public service theory and the development of new situation, new requirements of government functions in China, and points out the specific functions of the government in the employment of the college students: the perfect legislation, macro regulation, supervision and service; the second part is the detailed analysis of government and function of employment of university students, expounds the transformation process of the change of function of government and university students employment policy of our country, points out the problems existing in the current analysis of the government function in college students’ employment, and abstracts the government functions to promote the requirements for college students’ employment, and, from the three aspects--- the government macroeconomic regulation and control, legal protection, college students’ employment service system, the author summarizes our country government in promoting the employment of college students in the existing problems and related analysis; the third part is mainly about some advice for the government duties in college graduates employment, and it can be divided into four specific aspects: first, to increase the intensity of macroeconomic regulation and control, to exert the function of government, to strengthen macro-control and policy guidance, to deepen the system reform, to eliminate barriers to employment, to adjust industrial structure, and to broaden employment channels; secondly, the establishment of the legal system for college students’ employment, the formulation of college graduates employment law, unemployment insurance legislation and the strengthening of other administrative legislation related to the employment of college students; thirdly, the implementation of the supervision function, regulating the employment market, strengthening the supervision of colleges and universities, making full employment preparation work, strengthening the supervision of the employing unit, protecting the employment rights and interests, strengthening the supervision of the government itself, strict employment policy; finally, to improve college students’ employment service work, to establish the information service network platform, through the channels of employment, to strengthen college students’ occupation training, to improve employment ability, to relax the preferential policies, and to encourage college students entrepreneurship. The conclusion part is about the present situation of college students’ employment and significance, and countermeasures mentioned in this article are summarized.
